Do You Need a Permit to Remodel a Bathroom in Baltimore County?
What needs a permit, what doesn't, and how the process works
Quick answer: In Baltimore County, purely cosmetic bathroom updates — paint, a new vanity in the same spot, swapping a toilet or faucet — usually don’t need a building permit. Moving plumbing, adding electrical circuits, structural changes or adding a new bathroom generally do, along with separate plumbing and electrical permits.
Permits aren’t paperwork for its own sake. Inspections catch the problems you can’t see once the tile is up — and unpermitted work can cause trouble when you sell or file an insurance claim.
Work That Usually Needs a Permit
- Moving or adding plumbing fixtures (relocating a toilet, converting a tub to a shower with a new drain).
- New or modified electrical circuits, exhaust fans on new circuits, heated floors.
- Removing or altering walls, especially structural ones.
- Adding a bathroom where there wasn’t one, such as in a basement.
Baltimore County’s permit page states that a permit is required for any additions, alterations or structural modifications to existing dwellings, and homes in historic districts or on the county’s Landmarks List have extra rules.
Work That Usually Doesn’t
- Painting, wallpaper and trim.
- Replacing a vanity, toilet, sink or faucet in the same location.
- New flooring or re-tiling without changing plumbing.
- Swapping light fixtures on existing circuits.
When in doubt, ask — rules change, and we’ll tell you honestly what your project needs.
How the Process Works
- Your contractor applies through the county’s online permit system. Residential alterations require the contractor’s Maryland Home Improvement license number.
- Licensed plumbers and electricians pull their own trade permits.
- Inspections happen at rough-in (before walls close) and at final.
- Keep the approved permit and inspection records with your house papers.
Why the MHIC Number Matters
Because the county asks for the contractor’s MHIC license on residential alteration permits, an unlicensed contractor often can’t pull one — which is why some suggest skipping permits. That’s a red flag. Verify any license here, and read our guide on checking a Maryland contractor’s license.
